Community Development Councils - CDC
The Community Development Council functions as a local administration of its District, initiating, planning and managing community programmes to promote community bonding and social cohesion.
Through the Community Development Councils, the residents can get involved in their community and work towards making life better for themselves and their fellowmen. The more able and successful are encouraged to come forward to help the less successful to make our community a better place for all.
The Community Development Council also provides various community and social assistance services delegated from the Ministries. As the Community Development Councils are closer to the ground, they will be more attuned and responsive to the specific needs of their communities.

Bishan-Toa Payoh Town Council
Bishan-Toa Payoh Town Council was formed in January 1997 as a result of two previous GRCs (Group Representation Constituencies) merging into Bishan-Toa Payoh GRC.
Geographically, the Town spreads over three main estates; Toa Payoh, Bishan and Thomson.
Toa Payoh, being the oldest estate at 30+ years, has been rejuvenated over the last few years. The old rental blocks have made way for towering modern residential blocks with spanking new facilities. The rest of the estate has been MUP (Main Upgrading Programme) or is in the process of it.
Bishan estate spans both Bishan East and Bishan North areas. Its central location with many good schools makes it an attractive place for Singaporeans to settle here.
Thomson covers the Shunfu and Sin Ming sectors. The estate is interspersed with an abundance of eating houses and automobile services.
We manage and maintain the common areas of HDB estates. Put it simply, we look after the areas outside the HDB residents units.

Grassroots Organisations (GRO)
Grassroots Organisations are managed by volunteers appointed by the People's Association (PA). They bring people of different backgrounds together by organising a wide range of programmes for residents to meet and interact, encouraging community involvement, raising awareness about community issues, explaining government policies and gathering feedback, as well as helping those in need.

2010 Bishan-Toa Payoh GRC
